When I already have tabs open, choosing a folder and the Open in Tabs option
replaces my existing tabs and deletes any extras.  So if I have 10 tabs open and
choose open in tabs, it will open three tabs with my three folder items and
delete 7.  NOT GOOD.

Reproducible: Always

Steps to Reproduce:
1. Open ten tabs (can be empty)
2. Select a folder in bookmarks with less than ten items
3. Choose Open in Tabs
4. Watch as your tab content replaced and any "extra" tabs are removed.
5  If you had something useful in those tabs, whimper a little and report the bug.

Actual Results:  
The tab content replaced and any "extra" tabs are removed.

Expected Results:  
I expected the browser would make more tabs and put the new content in there.
This behavior is done on purpose and is not going to change, apparently.
