During the install of 1.0.7, at the "create shortcuts" section (with tick boxes
for Desktop, Quick Launch, Program Group) even with all of these de-selected (in
particular the Program Group option) an empty "Mozilla Firefox" group is created
under Start>All Programs.

Reproducible: Always

Steps to Reproduce:
1. Start installer
2. Proceed through to the "Shortcuts..." section
3. Make sure none of the options are ticked
4. Finish install and look in your start menu.

Actual Results:  
"Mozilla Firefox" program group is created.  Contains nothing.

Expected Results:  
No group should have been created with the "Program Group" option de-selected
during install.
