Setting: always show tab bar.
When Firefox starts, the back and forward buttons are disabled, irrespective of
the number of URLs traversed. Opening a second tab provides access - including
the navigation history of the first tab. Closing the second tab does NOT disable
the buttons again.

Reproducible: Always
Can you reproduce this in a newer build, for possibly you are talking about Bug
306243 which is resolved.
