Due to the changes in bug 298670, $os is no longer needed in xptlink.pl at all.

In addition, the MSDOS $os parameters has been used to mean "Windows", and this
breaks OS/2.

Patch is attached to remove $os and to use $^O equal to cygwin to decide to use
the cygpath code.
