UI consistency problem :

CTRL + F opens the Find toolbar , but another CTRL + F does not close it again.


Reproducible: Always

Steps to Reproduce:
1. CTRL + F
2. CTRL + F

Actual Results:  
1. Find toolbar is opened
2. Find toolbar is NOT closed.

Expected Results:  
1. Find toolbar is opened
2. Find toolbar is closed.

CTRL + B (Bookmarks sidebar) and CTRL + H (History sidebar) both work as
expected .. they open and close when their key combination is pressed.

The Find toolbar is the only toolbar in Firefox, out of those that can be
toogled on by a key combination, that cannot also be toogled off by the same
combination.
