In general - I would like to create user-assigned icons for specific
bookmark folders of my choice, likely using the Properties dialog
for the specific bookmark folder.

As an extension author, I would like the ability to use a function call 
to make user asignments to folder icons, similar to how we can assign icons 
to bookmark entries by way of the updateBookmarkIcon function call.

Steps to Reproduce:
1. Use right-mouse-click Properties on a bookmark folder
2. (would like to extend properties to include icon assignment via extension)
