310199 - Downloads of existing files are automatically numbered; would like to prompt/override

Note this is not a dup of 231048.  I would like to be prompted to rename or
replace an existing file when using the "Save all files to this folder" option.

Use case:
I use a document management system to store word and excel documents, etc.  I
always have these managed documents go to the same directory.  I check out a
document to my local filesystem, work on it a while, and then check it back into
the doc management system.  Then later I want to work on the document again, so
I check out the latest copy.  I would like this to replace the file instead of
creating a renamed copy.  With the current behavior I have to go delete the
original and then work with the -1 and it gets to be a mess.  Imagine if your
version control system behaved like FireFox :-).

Steps to Reproduce:
1. Configure Firefox to Save all files to this folder (Tools->Options,
Downloads, Download folder).
2. Click on the above link (pretty much any link to an "external" file type will
work).
3. Click on the link again
Actual Results:  
The file is downloaded and renumbered (231048 is about how the renumbering happens).

Expected Results:  
I would like to be prompted to replace/overwrite the existing file or given the
option to rename it.  Basically the filesystem "save as" dialog with the folder
and filename prefilled for where Firefox would put the file if the file didn't
already exist.

This might be a config option:
Perhaps a dropdown on the options dialog under "Save all files to this folder."
 The label on the dropdown would be "When file to download exists:" and the
options would be "renumber automatically" or "prompt for location / name."
Note that there are many commnts in 231048 asking for similar functionality.
