The cookie exceptionlist manager is not intutitive

Steps to Reproduce:
1. Go to Edit -> Preferences
2. Tabpage Privacy
3. Subtabpage Cookies
4. Enable webpagest to sest cookies [exceptions] -> double-click [exceptions]
5. Double click on a website

Actual Results:  
Nothing

Expected Results:  
Set that website into textbox "Adress of website" and enables the buttons
Block|Allow for session|Allow

Using the defautlt theme.
