mouse change to a move cursor with move function in webpage. it's works like
browsing in acrobat reader, you can left click and drag webpage. the mouse
cursor change from move cursor to ordinary cursor and ordinary function only
when mouse over hyperlinks.

Reproducible: Always
I assume you talk about dragging a page (like e.g. the maps in
http://maps.google.com ?)

Yep, same (not a dupe since it's Seamonkey I guess)

this is related to bug 238783 which is about panning of large images.

yes, my english is not so good, sorry
I have to say this bug is not present when I run IE.

I have found the reason for this "bug". It seems to been a extensions that I did
not no that was installed in my firefox; "Grab and Drag - Firefox Extension". So
this is not a bug is a extension that I didnt no that I have. Just press
alt-shift-D and is disabled.
