When I paste a ms-help: url into explorer from dexplorer it gives me the page.
When I paste it into Firefox, it does nothing.

Either returned an error or showed the page.
In order to file a valid bug, you must provide details steps to reproduce. This
bug report doesn't even contain an example of a ms-help URI, even less a reason
why we should support it.

see bug 243383, ms-help is blocked on purpose.
Then a page should come up that explains it is blocked, and perhaps information
on how to unblock it.
ms-help://MS.MSDNQTR.2003FEB.1033/dnmsdn2/html/msdnstart.htm is one url, but
then any ms-help url would do it. Essentially the description was the steps to
reproduce. Did I have to clarify by saying "into the address bar" and "hitting
enter or go"?

with Firefox 1.5 (latest nightly) I get a "Problem loading page" error page. 
Are error pages working in the 1.6 nightlies?
I typed in the fictional protocol test:// and got the error page, "not handled",
but not for ms-help:// At the very least, the same page should come up.
The page you do get is pretty informative (on the 1.5 beta and nightly builds)... 

The address wasn't understood

Firefox doesn't know how to open this address, because the protocol (ms-help)
isn't associated with any program.
