Attempting to save any files with Chinese characters will cause all characters
to be replaced by _. Opera 8.5 and IE6SP2 can deal with this without problems.

Steps to Reproduce:

2.save file with a chinese filename

Actual Results:  
file name will be replaced with _s

Expected Results:  
save it with chinese characters like opera 8.5 and ie6sp2.

Works with seamonkey alpha under linux. 
I guess the bug is in the windows code somewhere.
