Steps to reproduce:

Access any web page with a mailto link
Click on mailto link to enter compose window
Try to use the arrow keys, kbd or std arrow keys
Arrow keys are non-functional

Arrow keys, however, work in a new compose window.

Dupe of bug 305032, no? 
No, it is not a dupe as that bug refers to Deer Park Alpha-2 bringing up another
instance of DP. I don't see how that relates to a mailto link bringing up a mail
compose window in TB.
yup, it's a dupe. Same issue and was release noted in beta 1.
