310492 - indicate when images, cookies are being blocked and provide shortcut to options UI

The cookie manager, and image manager require the user to go into options even
if they want to temporarily change the settings for a site.

Bug 279109 requested that these tools be added to the "Tools" menu, but adding
low frequency tools to the drop-down menu isn't the best sol'n here, IMO.
Instead, I think this falls into a more general bucket of "things that need to
be displayed in some 'status' area". An icon appears in this status area,
clicking on it allows the "Allow this time only | Edit options ..." actions.

As per bug 279109 comment 6, opening this new bug to track the decision.

beltzner, any thoughts here? i've seen enough rfe's for this (and spent enough time implementing backend to support this kinda thing!) that i'm happy to help if needed.
