The "Junk" button works, but unlike other toolbar buttons, an errand left mouse
button press on it cannot be avoided by dragging off the button.

Reproducible: Always

Steps to Reproduce:
1. Hold down left mouse button when on the "Junk" button.
2. Drag away. The button doesn't pop up again like other buttons do.



Expected Results:  
The button should have popped up back to its default state, letting the user
*not* make the click on the button.
