31062 - Prefs: Messages panel needs html in upper case.

Using 2000-03-07-09m15 commercial build, all platforms.

The Messages prefs panel uses html in lower case text, whereas other areas of
prefs and HTML intelligent send always use upper case for HTML.

1.  Edit|Prefs|Mail and Newsgroups|Messages.
2.  Within the section for incoming messages: "Add html styles to structured
phrases"
3.  Within the section for outgoing messages: "Add html styles to structured
phrases"

Both lines should use HTML in upper case.

OK using 4-26 m16 commercial builds. Note: Prefs dialog has been rearranged
since original description.  Now, incoming shows in "viewing messages" panel and
outgoing shows in "composing message" panel.

A bunch of changes to Mail prefs will be happening.  Spec should be complete by 
today or tomorrow hopefully.  Maybe we should have a separate bug for that?
