At my company, there are cases where we don't want bugs assigned to a specific
set of users.  I'm guessing a cheap way would be to add an "assignable" field in
the profile table.  But I suppose a fancier option would be to create a bugzilla
"assignable" group.

In my case, I'm looking for something global. Not sure how much more work it
would be to have a "do-not-assign" setting on a per product basis.
