Cannot move to the next form element by pressing "tab" key nor Shift-tab works.

I have encountered it for about a week. (Sep 27, 28?)

Both DeerPark Alpha 2 and Firefox 1.5b1 exhibit the same problem.

Reproducible: Always

Steps to Reproduce:
1. load a web page with form (better with textarea/text input elements)
2. click on an element
3. press tab key or Shift-tab key

Actual Results:  
nothing happens

Expected Results:  
the focus moves to next element after tab key pressed or previous element after
Shift-tab key pressed
You need to turn on "Full Keyboard Access" in System Preferences.

I guess the problem I have encountered is another bug.  I have tried both "Text
boxes and lists only" and "All controls" options in "Full keyboard access"
setting in System Preferences.  I relaunches Firefox and DeerPark after changes.
 Unfortunately, neither setting let me tab between login and password text
fields in from.
