When you start Firefox in safe mode and install/remove extensions you will be prompted twice whith the safeMode.xul dialog during startup. This happens due to Firefox will be restarted after the extension manager has installed/removed the given extensions. We should only prompt the user one time during the start-up.

Fixed on trunk. Marking blocking RC1 since this is pretty ugly behaviour, and the final-ui-startup observer is potentially useful, and not risky to add.
