The div in the test case does not apply scrollbars correctly because of the
table inside of it. (See testcase)

Reproducible: Always

Steps to Reproduce:
Resize the window to smaller than the width of the of the long, unbreaking word
in the red table. Note that the horizontal scrollbar never appears on the blue
div even though it has overflow:auto applied.
Actual Results:  
No horizontal scrollbar appears on the blue div.

Expected Results:  
A horizontal scrollbar should appear on the blue div.

This does behave correctly in 1.07. 

This seems to be a regression with in the last few days. I'll see if I can
narrow it down.

On further investigation, this seems to be related to window focusing. I'm using
a  virtual desktop utility called Virtual Dimension
(http://virt-dimension.sourceforge.net/) and after switching away from and back
to the desktop that contains the Firefox window, the layout behaves incorrectly.
It also affects the status bar of the window, it gets cut off on the right
before it shrinks.

Development of Virtual Dimension appears to have stopped 11 years ago.
