Still busted. Site owners are aware of this, see http://www.bcms.gov.uk/information.htm (they seem to have gotten bad advice about the security of SSLv2, perhaps more evangelism contacts are in order).

Fixed. Site now says:

"Important Information:
An upgrade has now been added to CTS Online that makes it compliant with new browsers and operating systems such as Vista, IE7, Firefox and AOL.

For users who previously applied the workaround in order to continue to use CTS Online, instructions are available that will help you to return your security settings to SSL3. Please click here for those instructions"

https://www.bcms.gov.uk/information.htm has the instructions on how to disable SSL2 for those who enabled it as a workaround.
