Try either uploading a file using a file upload control in a web page, or use
XMLHttpRequest to upload a file. The upload progress events don't fire, so the
progress doesn't update correctly.

This sounds like a dupe of bug 249338. I think it was probably introduced by a
security fix to suppress changes to the lock icon until we receive data. Yeah,
unfortunately those things are related :(
