It would be very helpful to be able to query for things like:

  All bugs changed by someone other than user XXX and ...

Specifically, audit groups that need to review, and potentially modify bugs wish
to know what bugs have been changed since the last time the audit group reviewed
them.  The background for this stems from an email discussion in the webtools
mailing list:

Note that searching for "NOT status changedBy audit" isn't the right query.
