need a way to hide/deprecate or at least remove keywords

I need to remove some old keywords. However I would prefer to keep them in
database (to not modify old closed bugs). One way I could do this is to
deprecate keywords. This is basically a logical delete flag. They keyword is no
longer accepted on input, however existing bugs continue to be sane.
Reproducible: Always
Steps to Reproduce:
1. try to delete a used keyword
Actual Results:
Creates warnings about wrong keywords in existing bugs
Expected Results:
be able to avoid this
