Effect: This bug results in search panel not working at all.
Looks like the popup for search categories no longer works properly, in that it
does not display the 'internet' category any longer and also in that it shows
the last selected category twice. As a results search does not get initiated
from the panel at all, as no group of engines gets selected.
This is likely related to a previously filed bug ([search ui]'internet' search
panel category mssing). We verified this on all of Claudius machines (Win32,
MacOS and Linux) using todays builds 2000030909.

this looks to be a problem with the actual widget, rather than a problem
specific to this dialog. I did not touch this in my changes yesterday.
de-PDT+ing as I have no idea why the select widget is behaving this way, and
will not be able to fix it before beta ;)
after beta1, will convert this to a menulist element

not sure what got this marked as fixed and PDT+'d. there were two issues here:
1. there was no 'Search within the Web'
2. The widget that holds the catagories is all messed up.
If it's just (1) then I can verify this and we'll get a shiny new bug for issue (2)

I'm still unsure as to what was the prime driver for this bug. Anyway, "the Web" category was created so that should solve the
immediate UE concern. Based on that i'm marking this bug VERIFIED. Let's say with 20000314 builds.

Actually this was 'fixed' for beta1 by just renaming the 'all categories' to
'the web' which makes it work well enough for now. Low cost solution. will
revisit and 'get it right' for beta 2.
