The ticker on the BBC news website (http://news.bbc.co.uk) doesn't display. Used
to work in previous nightlies but unsure when it was broken

Reproducible: Always

Steps to Reproduce:
1. Go to http://news.bbc.co.uk/nol/ukfs_news/hi/front_page/ticker.stm

Actual Results:  
Nothing happens (besides the website being loaded)

Expected Results:  
The 'ticker' should display the latest news as normal
