With the upcoming b.m.o update, In-Reply-To headers are announced to be part of bug mail. This requires %threadingmarker% to be added to b.m.o's newchangedmail parameter as described in attachment 172267 [details]. See bug 31314 (and the 2.20 relnotes, too).
