Reproduce:

1. Start a debug build

2. Set preference "Navigator starts with"|"Blank page"

3. Restart it



Actual result:

You'll see <http://www.mozilla.org/quality/checkin-guidelines.html>



Expected result:

You'll see <about:blank>



Additional comments:

I don't think, this is a good idea, because some people (even developers) use

dial up lines and some of them have dial-on-demand enabled. So, Mozilla will

cause a dialout for nothing.

This was done in bug 28163.  Adding a couple of the people from that bug to the 
cc: list here for input.  Should this be a seperate bug or discussed at 28163?

I'd tend to agree. I thought that the checkin guidelines page was going to be 
the default home page on startup, not forced.  Besides the dialup, it introduces 
what can only be called a defect, and could possibly mask other defects. 
Certainly the vast majority of even mozilla users will never even think of 
checking in code. Also, just because a few developers see this page, that 
doesn't mean they are going to read it or follow it. The cost/benefit ratio here 
seems questionable.

asa is right, you are seeing the intended behaviour of my fix for bug #28163

I'm going to post to n.p.m.seamonkey, asking if it is time to take out this 
and one other "forced debug-only behaviour"

this got fixed a while back.

verified fixed.  with a debug build pulled today at 7:30, I see a blank page 
when setting the radio button to load a blank page upon startup.  win2k.
