If you try to submit a bug to a product that does not have any components 
defined, it dies with:

Can't use string ("") as an ARRAY ref while "strict refs" in use at /usr/local/
bugzilla/enter_bug.cgi line 240. 

If no components are defined, the proper course of action here would be to 
politely inform the user that the maintainer hasn't configured that product yet.

Bug 40987 is already fixed, by the way.  Which means this one is, too, since that 
one was really a duplicate of this one, but it had a patch.
