Steps to Reproduce:
1.installed Red Hat Linux AS 3, Mysql v4.17, apache 2.0, Perl v5.8.7, Bugzilla 2.18 and required modules.
2.Run perl ./Checksetup.pl was successful. 
3.access apache to visit "http ://< ip>/bugzilla /"

Actual Results:  
 Software error:
         Base class package ¡°Template¡± is empty.
         (Perhaps you need to ¡®use¡¯ the module which defines that package first.) at Bugzilla/Template.pm line 38
         Begin failed¡ªcompilation aborted at Bugzilla/Template.pm line 38
         Compilation failed in require at Bugzilla.pm line 32
         BEGIN failed¡ªcompilation aborted at Bugzilla.pm line 32.
         Compilation failed in require at CGI.pl line 423.
         BEGIN failed¡ªcompilation aborted at CGI.pl line 423.


Expected Results:  
return bugzilla's index.cgi

Sounds like either Template Toolkit isn't installed correctly or you might have selinux enabled and it's interfering.  This is known to work, however, so this is probably something with your setup.
