Using SSI <!--#echo var="HTTP_USER_AGENT"--> gives the wrong version of Mozilla

When i load a site that uses the <!--#echo var="HTTP_USER_AGENT"--> SSI command
in the HTML the out put is Mozilla/5.0 (Windows; N; Win95; en-US) Mozilla/m13.
The output should be Mozilla/5.0 (Windows; N; Win95; en-US) Mozilla/m14. Because
i have Milestone 14 not 13. I tesed this with several sites. There is an example

http://img-zip.virtualave.net/ssi.htm
