Prior to yesterdays release, 11/2/05, any app that opened a new window would actually open a new tab as I have it set to force new tabs.
With new release, it will no longer open a new tab even though settings have been checked, reset and restarted. It still does not force a new tab as it should.

Reproducible: Always

Steps to Reproduce:
1.set options to force new tab when new window is opened
2.open app that will cause a new window.
3.A new window opens, not a new tab as it did prior to new release update.

Actual Results:  
a new window is opened

Expected Results:  
a new tab should open

Assuming the site specifies a size (or other options) for the window, this is a dup of bug 314721.
