on the page above, and in the testcase I'll atatch, when you move the mouse over
the TOC image (you have to move it relatively fast), it blinks oddly.  This is
because the border is being assigned one color by the a.hover property, and an
other color by the onMouseOver tag.

The "a:hover" declaration is ignored in the case of empty href. I'll update the 
testcase.

The problem wasn't related to empty hrefs. Here is an updated testcase anyhow.

the color not changing back in my (the first) testcase is just that I didn't
include the onMouseOut code like the updated one, but if it is a bug it sould go
under bug#31517 (verified worksforme)
