The keypress events for ctrl+shift+2 and ctrl+shift+6 result in charcodes that are the shifted equivelant (ie. ctrl+shift+@ and ctrl+shift+^).  All other ctrl+shift+number bindings result in the unshift charcode.  The patch soon to be attached to this bug makes the bindings consistent, which is important for cross platform keybinding systems.

this patch broke a few things and shouldn't be used.
