Our user submited one bug. It spawned several exact bugs in ~ 20 minute intervel.

I don't see how this could be a Bugzilla bug. We don't insert the "Refresh" tag in headers so the page should never be reloaded. Probably a bug in IE 6, or the user is going back in his history and click "yes" when IE 6 asks him to rePOST the page.
