31567 - Blank window on startup

I saw this on a tree that I pulled very late Friday night.  I was about
to file a bug report but I pulled again Saturday morning and it worked
fine.

The symptoms that I was seeing was that the first window comes up but
nothing is in it.  And there's a javascript error about some chrome not
loading (something to do with security but I didn't write it down so I'm
no longer sure about the message).  Then if I tried to load in any other
page I got a console message saying that the browser didn't initialize.

I am seeing this problem on NT with netscape M15 installer build for 
2000-3-12-09 from sweetlou.

I am *not* seeing this problem on debug *or* release (non-installer) builds I 
built myself from sources pulled at approx 12 noon PST March 12.

I speculate that the problem has either been fixed or that it is specific to the 
collection of stuff produced by the packager.
