I just minimized Firefox window. Few minutes later I restored it and tried to scroll down using my keyboard. It didn't work. I tried to switch to another tab (Apple+2) - didn't work. switched with mouse, then returned back to tab I was reading - keyboard works. 

I reproduced this several times with different websites

Reproducible: Always

Steps to Reproduce:
1.open few tabs 
2.select last, third tab
3.press apple+m to minimize window
4.few minutes later restore window back by clicking on minimized window icon in dock
5. try to scroll content of window using up/down keys, and try to switch to another tab using apple+tab number shortcut. 
6. switch tab using mouse
7. return to previous tab and try scrolling now. it works...


Actual Results:  
keyboard shortcuts doesn't work after restoring minimized window

Does this occur for pure HTML pages as well? [there's a known bug for keyboards not working when a plugin is active on a page]

that leaves some room for doubt ;) slashdot uses flash ads. 
Can you quit FF and start again, go to google.com and try reproducing your problem?

Ok. Here what I did:
1. opened google.com
2. minimized window
3. from thunderbird launched this page from bugzilla - it restored window, and opened bugzilla in new tab.
4. clicked several times on page - keyboard doesn't work.

are you running any extensions? Can you reproduce this with a clean profile?

yes, clean profile - same problems. 
here is hint:
 since my profile was clean and I was visiting secure page for first time, I've got notice, saying that and I clicked OK. at that moment - i was able to scroll page using keyboard.
then I closes browser, 
launched google.com
minimized,
clicked on link to this bug in Thunderbird,
window restored, this page opened,
tried to scroll or change tab with keyboard - didn't work!

so this problem reproducable with clean profile.

In your original report you restore the window in step 4 via clicking it in the dock. But in comment 4 and comment 6 you use other steps to reproduce: from a link in Thunderbird.

I'm moving this away from Tabbed browser.

you're correct. first time I noticed that problem - it was way I was reproducing this bug. Later I found another way to reproduce it.
