Delay display of favicon in location bar and tabs until page has finished loading

It would be very useful in using tabbed browsing if the display of the favicon were delayed until the page were completely loaded. As it is now, it seems to be displayed once IT has loaded. If the behavior were modified to display once everything in the page has loaded, it will allow you to tell, at a glance, whether a tab (or current site via the location bar favicon, perhaps) has completed loading.

 -- Perhaps a future enhancement once this is implemented could be to display a temporary "loading" favicon, similar to the existence of the "error" triangle favicon, and update it once the page has completed loading.

Reproducible: Always

Steps to Reproduce:
1. Open a new window
2. Open a bookmark folder in new tabs
3. Watch favicons load
4. Jump to page once favicon loaded thinking page has completed
5. Cry out in dissapointment in the waste of two seconds of your life
6. ...
7. Profit!!!
Actual Results:  
Favicon is displayed once the favicon is loaded

Expected Results:  
Favicon could be loaded after page has completed loading

A page kinda needs a favicon for this to work, but you already knew that, I hope. ;)
The essence of what you want is bug 246998.

Simon, does it make sense/is it possible/is it desireable to do delayed favicon loading in the interim?

I don't think we want to use the favicon as a proxy for a progress indicator. Suggest WONTFIX.
My impression is that a lot of people would start complaining that their favicons weren't showing up (and we have enough legit bugs on that as-is!). 

I agree, we should fix the lack of progress indicator the right way and not by messing with the favicon.

Assuming the site would load completely eventually, the favicon would be loaded. In the vast majority of cases, it would be less than a second before the favicon displays.

Of course, if we bring back the progress indicator, this would be an obsolete, though subtle, indicator.
