When I attempt to download a file, the download manager is opened and the OK button is not instated even though one of the ratio buttons are checked.

Reproducible: Always

Steps to Reproduce:
1. Download a file
2. Look at the download dialog box

Actual Results:  
The OK button is not instated.

Expected Results:  
The OK button should appear as soon as the download dialog box does.
