316158 - multiple tabs open when clicking on the a saved url

I went to superbreak.com and dragged a url from their site to the desktop, creating a url shortcut.  Before I updated from RC1 to RC2 the link opened fine, however, since updating to RC2 the link, when click, opens 9 tabs!

Reproducible: Always

Steps to Reproduce:
1.go to superbreak.com and look on the left hand nav bar for Hotel Code: enter 110 and hit Go!
2.when the page has loaded, drag the address bar link, to the desktop, which creates a shortcut on the desktop (ike the above examples given)  
3.close firefox and then double-click on the above shortcut on the desktop


Actual Results:  
multiple tabs are opened in the browser windows, anywhere from 9-30 tabs!!

Expected Results:  
just one page should open.
