Downloaded nightly build of Stub installer and ran. Gives 2645% complete and incorrect size of download.

Reproducible: Always

Steps to Reproduce:
1.QA Nightly builds
2.Download and save
3.Run installer

Actual Results:  
Window shows 268K download size. Progress bar goes to right end and continues past 100% completion

Expected Results:  
Given correct size of package and calculated the correct percentage of completion
