Send Mail to Bug Assignees separates the email addresses with a comma rather than a semi-colon, and the default behaviour in outlook is only a semi-colon.

If all mail clients support semi-colon separated addresses, would it be better to have that as the default?

Reproducible: Always

Steps to Reproduce:
1. View a list of bugs
2. Click "Send Mail to Bug Assignees"
3. Email appears malformed

Actual Results:  
Email fails to send as the address is one long string

Expected Results:  
Individual email addresses should appear in the "to" box
Although I'm running this in 2.20 release, it also exists in tip.
