Toolbar customizations are lost once the browser is closed.

Reproducible: Always

Steps to Reproduce:
1.Right click on toolbar and select customize.
2. Add history icon or select small icons
3. Select done. Close browser.
4. Restart browser. Customizations are gone.

Actual Results:  
Customizations are gone.

Expected Results:  
Should have remembered the customizations.

Any extensions installed? If so, does operating Firefox in safe mode (http://kb.mozillazine.org/safe_mode) make any difference?

Yes, extensions are installed. Does not fix problem. Customizations are lost. It does however fix my bookmarks problem - separate bug report.

Note: I launched safe mode and reset the toolbar. I then turned on small icons. I restarted in safe mode not resetting the toolbar this time. The customization was gone.
