Any time you load flash content that reaches the top border of the web page (e.g. sized 100% x 100%) there is an annoying behavior with mouseover text and bookmarks, the text remains on the screen until you move off the flash content. Horrid if it's an flash based application you're using.

Reproducible: Always

Steps to Reproduce:
1. Have bookmarks on lowest tab bar
2. Load a web site where flash content takes up most of the page. (try breeze presentation off macromedia site front page)
3. quickly glide mouse straight over a bookmark in the toolbar and then onto the flash content below.

Actual Results:  
You will see the mouseover text of the bookmark show up...and stay on screen for as long as your mouse is within the area of the ActiveX component. 

Expected Results:  
Should disappear a second or so as it does with any website.
