repro:
1. open http://www.neopets.com/
2. bookmark this page
3. open the bookmark (to make the favicon show up in bookmarks menu)
4. open bookmarks manager and look at the favicon there
result: it's clipped to 16x16px i/o rescaled to it
expected: rescaled image

I am /so/ not going to ask why you were bookmarking neopets.
