When trying to install an extension, in this case ChatZilla, I get the following notification: "Software installation is currently disabled. Click Edit Options... to enable it and try again.". I added the site to the Exceptions list and even disabled the "Warn me when..." option but the notification just keeps appearing not allowing me to install the extension.

Steps to Reproduce:
I think that you mean Bug 310737, a serious matter.
Solution: reset xpinstall.enabled in about:config
