This would probably be best accomplished by two lists, instead of weirdly trying to apply some prefs to part of the list, but not to other parts. Regardless, this is all possible if/when message routing gets implemented. (Bug 252848) I propose we don't do anything of this sort, and simply mark this dependant on said bug. It's a way more general fix than this specific request.
