317354 - duplicates should appear in a list, not in comments

Duplicates should appear in a list on the original's bug's "show bug" page instead of in comments.  Then users who want to know which bugs are duplicates of the bug they are looking it could look in a single place on the page instead of having to read through all comments.  Also, the list will be more up-to-date than comments, which don't change when a bug turns out not to be a duplicate after all.

Plus, duplicate notations don't work well as comments anyway, since they're reflections of bug activity, not user writings, and the specific time at which a bug was marked duplicate is generally insignificant.  And finally, once bug 11368 gets fixed, comments about duplicates will be redundant, since users will be able to see bug activity (including duplicate activity) interspersed with comments.
