when a page is first loaded, a non-first tab, when clicked, does not become highlighted, and the first tab cannot then be clicked. Only after the non-first tab has been clicked again (which highlights it) does it all work normally.

I can reproduce with the latest windows branch build, don't have a trunk build here to test. Two exceptions:
