If you are the reporter, QA contact or the assigned person, bugzilla still allows you to be added to the CC list via the "add <email> to the CC list" radio button. Is this by design?

yes. sometimes you might configure mail rules not to get mail for reporter. or maybe you write queries based on being on the cc list.
