I guess it was Bug 180672. The new (re)installing does fix it too.
On any download, I get the message that the source file cannot be read. This bug appeared for me on Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.8.0.2) Gecko/20060404 SeaMonkey/1.0.1, and did not exist in the 1.0 stable release. I am running Win2k SP4, with a non-administrator account. I have not yet tested it as an administrator, but it doesn't look like a permissions issue because I get a zero length temp file a la bug 180762. If I try to right click a link to save it, it produces a save dialog box like it should, but does not actually download anything. File type does not matter. Tools-->Download Manager does not bring up the DM box.
Renaming C:\Program Files\mozilla.org\SeaMonkey\components\compreg.dat caused a new file to be created, and downloading now works. (Un)installer problem upgrading from old version?
